PROVISION OF TECHNICAL & FINANCIAL CONSULTANCY FOR DEVELOPMENT OF SEWERAGE FACILITIES IN THE ISLANDS
(BATCH 2 ISLANDS)

1. Terms of Reference for Consultancy Services

1. Introduction

1.1 MEEW on behalf of the Government of Maldives is seeking the assistance of a qualified and competent consultant to assist MEEW in developing detailed engineering designs in order to upgrade the sanitation facilities in the 16 islands.

1.2 Details on the 16 islands are attached.

2. Scope of Work

2.1 The consultants recruited will assist the MEEW, in developing detailed engineering designs for the sewerage system in selected islands. The scope of works include detailed engineering designs of the sewerage system (inclusive of all technical drawings), reviewing and revising surveys/studies, conducting new surveys and preparation of tender documents.

2.2 The consultant will:
(i) review existing studies, documents and other sources available
(ii) carryout preliminary investigations and engineering surveys
(iii) prepare a concept design and get the necessary approvals.
(iv) prepare detailed design for the sewerage system and outfall.
(v) develop bidding documents, bills of quantifies and specifications and drawings

2.3 In line with the above requirements, the consultants will deliver 3 copies of a complete final report containing all required drawings, BOQ, cost estimates etc.

2.4 Main expertise required is listed below.
* Sewerage engineer
* Environmental specialist

Sewerage engineer

2.5 The sewerage engineer will need to be a professionally qualified engineer with not less than 10 years experience in designing and managing major projects in the field of water and sanitation. The sewerage engineer should be competent in planning, designing, contractual management, quality maintenance, budgeting and financial control, procurement procedures, communication skills and documentation.

Specific tasks include:

(i) review of existing studies, documents and other sources available
(ii) Conduct necessary surveys and studies. Detailed surveys need to be carried out where required
(iii) study the existing waste disposal system
(iv) prepare detailed engineering design for sewerage reticulation network securing (a) minimum environmental impact -particularly on freshwater lens, (b) minimum energy requirements and (c) ease of operation and maintenance;
(v) conduct the design for the effluent outfall;
(vi) Prepare bidding documents, Bill of Quantities, specifications, detailed drawings and cost estimates
(vii) Review material selection options taking into account local conditions, and in particular pipe corrosion.
(viii) Prepare institutional set-up for O&M in consultation with MEEW
(ix) prepare system drawings,


Environmental Specialist

2.6 The Environmental specialist shall possess a degree in science with adequate professional experience. He/she will work closely with the sewerage engineer ensuring that latest data is utilized in the assignment and environmental feedback provided for the finalization of the sewerage system. The Environmental specialist shall be responsible for the overall preparation of Baseline information about the environmental, social, and economic conditions in the project area.

Specific tasks include:

(i) review of existing studies, documents and other sources available.
(ii) Collect baseline information about the hydro-geological, environmental, social, and economic conditions in the project areas. Detailed surveys need to be carried out where required .
(iii) information on potential impacts of the project
(iv) information on potential mitigation measures to minimize the impact

Specific attention will be paid to assessing the impact of constructing and operating (i) the sewerage scheme on the freshwater lens and (ii) the outfall on the house and coral reef.

3. Reporting Requirements

3.1 The consultants will submit four major reports: (i) an inception report no later than 3 weeks after commencement of services; (ii) a mid-term report (interim report) (iii) a draft report no later than 4 weeks before the end of the project (iv)a final report. The consultants will also submit to MEEW short monthly progress notes summarizing project activities, issues, constraints and proposed solutions. Meetings will be held among Government representatives and the consultants to review the inception, midterm and draft final reports.

3.2 With the final report, the consultant will submit final (i) tender documents, including draft contract, bills-of-quantity and engineering estimates, all technical specifications, and final drawings; (ii) the final report will include all design criteria, design calculations, all assumptions, references and all necessary diagrams.

4. Duration of the assignment

4.1 Expected duration for the assignment is 6 months

Water Ministry provides Emergency water service to the islands

The Ministry of Environment, Energy and Water is continuing to provide emergency water services to more than 86 islands in the atolls which are experiencing water shortage during this dry season. This service which started in early march has now reached more than 50 islands, providing these islands a reasonable quantity of desalinated water. The Ministry is using two mobile water plants to provide the necessary water to the affected islands.

Mr. Adam Usman, Deputy Director of the Projects Section of the Water Ministry said that the Ministry has hired a third vessel too to speed up the service. “We are working to provide safe water to these islands as quickly as possible. Work is going satisfactorily. Island communities are giving every co-operation to receive the water. Islands collected as much rain water both to community tanks and household tanks during rainy season. But most islands have finished their collection due to prolonged dry weather”. Mr. Adam Usman said.

He further said that water shortage problem in the islands is more acute this year, and the Ministry is contemplating to provide more water service facilities to improve the situation.

The Ministry has said that the program to provide 2500 litre HDP tanks to every household in the island is progressing. This program is jointly implemented by the Government and some donor agencies. International Red Cross and Red Crescent IFRC have provided HDP tanks to 79 Islands while UNCEF, JAICA, ALUMINUM and MAIDA is also a major contributor to the program The Ministry says it’s grateful to these agencies for their generous assistance for improving water services. 19,919 HDP tanks have been provided to all households of 100 Islands while households of 14 islands will receive tanks very soon. In addition agreements are underway to import HDP tanks for another 14 islands, while donor agencies are also being contacted for additional aids. As such UNICEF will provide tanks for 15 islands and JAICA will provide tanks for 2 islands. The Ministry is making all efforts to provide HDP tanks to the remaining islands without further delay.

The Ministry is also working to provide R O Plants to more islands to provide desalinated water. Some islands have already setup their plants and arranged community system for managing the service on a sustainable manner. Some of these islands have community tap bays in addition to water kiosks that provide water for commercial purposes and to the harbor. The community managed water system in Sh.Komandoo has provided piped water in the island and is running a model service.

The Ministry has called on the public to prepare for the coming rainy season in order to collect as much water as possible. The ministry also has urged to clean the roofs, gutters and tanks and collect water safely. The Ministry has also appealed to install HDP tanks in houses where it has not been installed for various reasons.

ފެނާއިބެހޭ މިނިސްޓްރީ އިން ފެނުގެ ދަތިކަން ދިމާވެފައިވާ ރަށްތަކަށް ފެނުގެ އެހީ ފޯރުކޮށްދީފި

މިހާރުރާއްޖެއަށް ކުރިމަތިވެފައިވާ ހަނަފަސްކަމުގެ ސަބަބުން ފެނުގެ ދަތިކަން ތަހައްމަލުކުރަން ޖެހިފައިވާ 86 ރަށަކަށް އިމާރޖެންސީ ގޮތުން ފެނުގެ ޚިދުމަތަށް އެދި މިނިސްޓްރީ އޮފް އެންވައިރޮންމެންޓް، އެނާރޖީ އެންޑް ވޯޓަރ އަށް ހުށަހަޅާފައި ވެއެވެ. މިމާޗްމަހުގެ ކުރީކޮޅު ފެށުނު މިޚިދުމަތް މިހާރު ރާއްޖޭގެ އެކިކަންކޮޅުތަކުން 50 އަށްވުރެގިނަ ރަށްތަކަށްވަނީ ފޯރުކޮށްދެވިފައެވެ. މިކަމަށްޓަކައި މިމިނސްޓްރީގެ ފަރާތުން 4 މޮބައިލް އާރު. އޯ ޕްލާންޓް ބޭނުން ކޮށްގެން ދެ އުޅަނދުގައި މެދުކެނޑުމެއްނެތިދަނީ މަސައްކަތްކުރެވުމުންނެވެ.

އިތުރުމަޢުލޫމާތު ދެއްވަމުން މިނިސްޓްރީގެ ޑެޕިޔުޓީ ޑިރެކްޓަރ އޮފް ޕްރޮޖެކްޓްސް އަލްފާޟިލް އާދަމް އުސްމާނު ވިދާޅުވިގޮތޮގައި ފެނުގެ ޚިދުމަތް ފޯރުކޮށްދިނުން އަވަސް ކުރުމުގެ ގޮތުން މިނިސްޓްރީގެ ފަރާތުން 3 ވަނަ އުޅަނދެއްވެސް މިހާރު ހޯއްދަވައި މިކަމުގައި ބޭނުންކުރައްވަމުން އެބަގެންދަވައެވެ. "އަޅުގަނޑުމެން މިމަސައްކަތް ކުރަނީ ވީހާވެސް އަވަހަކަށް މިރަށްތަކަށް ސާފުބޯފެން ފޯރުކޮށްދިނުމަށް! މިމަސައްކަތް މިހާރު ހިތްހަމަޖެހޭވަރަށް އަވަހަށް އެބަކުރިޔަށްދޭ، އަދި ރަށްރަށުގެ ފަރާތުން މިކަމުގައި ދެއްވާ އެއްބާރުލުން ވަރަށް ބޮޑަށް ފާހަނގަ ކުރެވޭ. ވޭތުވެދިޔަ ވިއްސާރަ މޫސުމުގައި ތާނގީތަކުގައި ގިނަޢަދަދަކަށް ފެން ރައްކާކުރެވިފައިވޭ. ނަމަވެސް މިއަހަރު ހޫނުމޫސުމުގައި ވާރޭނުވެހި ގިނަދުވަސްތަކެއް ކުރިމަތިވުމުގެ ސަބަބުން ރައްކާކުރެވިފައި ހުރިފެން މުޅިން ހުސްވެ ފެނުގެދަތިކަން ވަރަށްގިނަ ރަށްތަކަށް ކުރިމަތިވި." އާދަމް އުސްމާނު ވިދާޅުވިއެވެ.

އޭނާ އިތުރަށް ވިދާލުވިގޮތުގައި ފެނުގެ ދަތިކަން އެހެން އަހަރުތަކާއި ޚިލާފަށް މިއަހަރު ވަރަށްބޮޑަށް އިތުރުވެފައިވެއެވެ. އެހެންކަމުން މިނިސްޓްރީ އިން މިކަމަށް އަވަސްފިޔަވަޅުތަކެއް އަޅުއްވާ ފެނުގެ ދަތިކަން ކުޑަކުރެއްވުމަށްޓަކައި ވަރަށްގިނަ މަސައްކަތްތަކެއްދަނީ ކުރެވެމުން.

މިމިނިސްޓްރީގެ ފަރާތުން ކުރިޔަށްގެންދަވާ 2500 ލީޓަރުގެ އެޗް. ޑީ. ޕީ ފެންތާނގީ ރާއްޖޭގެ މީހުންދިރިއުޅޭ ހުރިހާރަށެއްގެ ހުރިހާގޭގެއަކަށް ފޯރުކޮށްދިނުމުގެ މަޝްރޫޢު ވެސް ހަލުއިކަމާއެކު ކުރިޔަށް އެބަގެންދެވެއެވެ. މިމަޝްރޫޢު އަކީ ދިވެހި ސަރުކާރާއި ބައެއް އެހީދޭ ޖަމާޢަތްތައް ގުޅިގެން ހިންގަވާ މަޝްރޫއެކެވެ. މިގޮތުން އިންޓަރނޭޝަނަލް ރެޑްކްރޮސް އެންޑް ރެޑްކްރެސެންޓް (އައި. އެފް. އާރު. ސީ)ގެ ފަރާތުން 79 ރަށަކަށް ވަނީތާނގީ ދެއްވާފައި، އަދި މީގެ އިތުރުން މިމަޝްރޫޢަށް ޔުނިސެފް، ޖައިކާ، އެލުމޮނިއަމް އަދި މައިޑާގެ ފަރާތުންވެސް ގިނަގުނަ އެހީދެއްވާފައިވެއެވެ. މިއެހީތަކަށްޓަކައި މިމިނިސްޓްރީގެ ފަރާތުން މިޖަމާޢަތްތަކަށް ވަރަށްބޮޑަށް ޝުކުރުއަދާކުރަމެވެ. މިހާތަނަށް މިމަޝްރޫޢުގެ ދަށުން 100 ރަށެއްގެ މީހުންދިއުޅޭ 19،919 ގެއަކަށް ތާނގީ ދެވިފައި ވެއެވެ. އަދި 14 ރަށަކަށް ބޭނުންވާ ތާނގީ ގެނައުމަށް މިހާރުވަނީ ކުންފުންޏަކާއި ޙަވާލުކުރެވިފައެވެ. މީގެ އިތުރަށް 14 ރަށަކަށްބޭނުންވާ ތާނގީ ގެނައުމަށްޓަކައި ބަޔަކާއި ޙަވާލުކުރުމުގެ އެގްރީމެނޓްގެ މަސައްކަތްދަނީ މިހާރުކުރެވެމުންނެވެ. އަދި އެހީދޭ ފަރާތްތަކާއި ގުޅިގެން ތާނގީ ހޯދުމުގެ މަސައްކަތްވެސް ކުރެވުމުން އެބަދެއެވެ. މިގޮތުން ޔުނިސެފްގެ އެހީގައި 15 ރަށަކާއި، އަދި ޖައިކާގެ އެހީގައި 2 ރަށަކަށް ތާނގީ ދެއްވާނެ ކަމަށް އެޖަމާޢަތްތަކުން ވަނީ ވިދާޅުވެފައެވެ.

މީގެ އިތުރުން އާރް. އޯ ޕްލާންޓް ބަހައްޓައިގެން ސާފުބޯފެން ރަށްތަކަށް ލިބޭނޭގޮތް ހެދުމުގެ މަސައްކަތްވެސް މިމިނިސްޓްރީ އިން ދަނީ ކުރެވުމުންނެވެ. ވަރަށްގިނަ ރަށްތަކުން މިހާރު ޕްލާންޓްތައް ބަހައްޓަވާ ރަށުގެ ރައްޔިތުން ހިންގާ ބަލަހައްޓާ ޕްލާންޓުގެ ގޮތުގައި ވަރަށް ފުރިހަމައަށް ފެނުގެ ޚިދުމަތް ދަނީ އެރަށްތަކުގެ ރަޢްޔިތުންނަށް ފޯރުކޮށްދެމުންނެވެ. މީގެ ތެރެއިން ބައެއް ރަށްތަކުގައި ވިޔަފާރި އުސޫލުން ފެންދޫކުރާ ތަންތަނުގެ އިތުރުން ރަށުގެ ރައްޔިތުންނަށް ފަސޭހަކަމާއިއެކު ފެންލިބޭނޭގޮތަށް ރަށުގެ އެކިތަންތާނގައި އިސްކުރުބެހެއްޓިފައިވެއެވެ.މިގޮތުން ށ.ކޮމަންޑޫގައި މިޚިދުމަތް ވަރަށް ފުޅާދާއިރާއެއްގައި ރަށުގެ ހުރިހާ ގެޔަކަށް އިސްކުރުލައިގެން ދަނީ ދެވެމުންނެވެ. އަދި މިރަށުގެ މިޚިދުމަތަކީ ފެނުގެ ޚިދުމަތް ދިނުމުގައި ނަމޫނާ ޚިދުމަތެއްގެ ގޮތުގައި ފާހަނގަ ކޮށްލަމެވެ.

ކުރިޔަށް މިއޮތީ ވިއްސާރަ މޫސުމް ކަމަށް ވުމާއިއެކު މިކަމަށްތައްޔާރުވެ ވީހާވެސް ގިނަޢަދަދަކަށް ފެންރައްކާ ކުރުމަށް މިމިނިސްޓްރީ އިން އިލްތިމާސްކުރަމެވެ. މިގޮތުން ފުރާޅާއި، ދިޔަދޮވި އަދި ފެންރައްކާކުރާ ތަނގީ ރަނގަޅަށް ސާފުކުރައްވާ ރައްކާތެރިގޮތުގައި ބޯފެންނެންގެވުމަށްވެސް މިނިސްޓްރީއިން އިލްތިމާސްކުރައްވައެވެ. އަދި ތާނގީ ލިބިފައިވާގޭގެއިން ތާނގީ ބަހައްޓަވާ އޭގެ ބޭނުން ކުރެއްވުމަށްވެސް މިނިސްޓްރީ އިން އެދިލައްވައެވެ.
